| I have been asked to set up a car leasing company so is there a source of reference for finding out what government licenses the company will need etc etc? |

I don’t think I can help you here. My guess would be that State and local Government would be the ones that would put most restrictions. Therefore, reviewing the division of licenses in the state that you are going to be located would be the first step to check and see if the industry is regulated in that state. The next step would be the County.
