Are there lending programs that allow you to borrow against raw land?

Commercial banks routinely lend on raw land as long as the loan-to-value is reasonable {read around 50%}, as long as the location is desirable, as long as there is a strong guarantor behind it or someone that is known as one who knows what he is doing, and as long as it is not a highly speculative deal.
