I'm looking for a lender who can do a 90% LTV commerical loan on an apartment building in Oklahoma.

Give me a ring. We do 90%+ of total project cost financing all of the time, it is going to be driven by coverage (DSC) from your cash flow. Depending on the size of the deal, you should be able to get this done non-recourse and unless you have had a BK, your credit will not be an issue.
