Are there any international lenders in this forum or know of any that I can network witth?

Be very wary of deal involving highway construction. Highways are not generally private enterprises especially in China where the government has a tight reign on infrastructure.

Best bet is to look for banks with a presence in Hong Kong.

I agree with commercial lo that highways are typically the responsibility of the government, however I have fielded 2 deals for highway construction in China in the last month so there must be some privatization going on over there. Unfortunately at the time they wanted a guarantee from us and not a loan and I can provide guarantees.

Perhaps these are the same guys realizing now they can not get a guarantee and are now seeking financing for their project...
